SP-2005-009- A WS DEVELOPMENT
MODIFICATION TO PHASE III
Applicant seeks to amend approved Special Permit Number SP-2005-009 to make minor modifications to Phase III by moving the proposed bank use and bank drive-through from the out-parcel building to the northern end of the retail strip, reducing the total floor area of the retail strip by 1070 square feet (SP-2005-009 authorizes 26,112 square feet; as modified, retail strip would total 25,042 square feet).
The out-parcel building will be increased from 4,000 to 4,300 square feet for a total Phase III floor area of 29,342 square feet (a reduction of 770 square feet of floor area for Phase III from the floor area approved by SP-2005-009).

Lavoie Explained the changes
Re-locating the bank to the end cap of strip mall
Bank will have a drive-thru
Reducing the overall impact by 770SF
Went from 131 to 132 parking spaces
Have improved traffic flow near the out building
Have decreased impervious surface
Plan to put temporary curbing near out building until parcel is leased and built. The out building will not be started until the spaced is leased out.

Lavoie May shift the wall to keep back from the water line
We are in compliance with the required parking spaces
The retaining wall will have a black vinyl chain link fence
Higney Asked about the flow of traffic for the bank drive-thru
Lavoie Explained the two options of traffic flow
There will be an 8 car stack allowance

Will the roof-top utilities be visible
Would like to see it continued around by drive-thru

As we heard of complaints, we contacted site director

Abutter When will the security start ?

DiMarzio If there is noise, Abutters can always call police for disturbing peace
Pekala Concern with tree line at my property, believe that roots have been wrecked because my pine trees are brown half-way up. Digging close to property line has impacted the trees on my property.
Checoway I will personally meet with Karen Pekala and try to resolve this.

Seems as though too much vegetation has been removed
All you can see is the big Lowe’s building from abutters homes
This needs to be rectified
Lowe’s has not worked with neighbors in good faith effort
DiMarzio Is it possible to put some fast growing bushes under the canopy line
to conceal the store. The spirit of the SP was so the neighbors would not see Lowe’s from back yard.
Pekala Walmart has not maintained the vegetation ever.
Who will maintain property vegetation
Lavoie WS is taking over maintenance of entire property
Traffic Lights will be fixed prior to Lowe’s opening
Will look at the curb opening to Walmart and possibly increase

COMMENTS REGARDING PRENDIVILLE ROAD
Prendiville Road is currently a recognized road
Town is only obligated to maintain it in the condition it has been in.
It has been maintained as a gravel road
Believe that Gibby grades it once a year
Property owners can fix the road at their expense
The Town wants to discontinue a portion of the road and looking for PB input.
Starodoj Wouldn’t we have to have a turn-a-round for safety vehicles ?
I think it should be maintained and be passable, don’t cut off access.
DiMarzio I do not see any value on developing on road for subdivisions, commercial business’ or road continuance.
