7:04            MEETING OPENED

JK              MOTION TO APPROVE MINUTES OF 09-05-2007
RS              SECOND
                ALL IN FAVOR

7:05            ED and CORINNE CAMPBELL – GRAVEL REMOVAL
                Ed, Corrine and Rob Campbell present
                Would like to level and extend field (3.9 Acres) for Agricultural use
                Land is in Agricultural Protection
                Submitted topo and letter that land is and has been used for Agricultural use

CD              Campbell’s have proven that this is and will be an ongoing use of land for Agricultural Use.

                Campbell’s plan to grade down to level with existing area
                Short term work and they will immediately re-seed
                The Planning Board will review in the spring


7:10            WILDFLOWER MEADOWS SUBDIVISION – Storm Water Management
                Bob DiGenero, Bruce Burns and Chuck Dauchy present
                At previous meeting, abutters expressed concerns.

Wildflower      We have added a drain and moved it back three feet
                The subdivision was designed with no extra run-off

                DISCUSSION
                Board wonders if the lack of vegetation or recent blasting is the reason
                Wildflower is currently doing blasting on lot #23

                David Kopacz from CC: We have a few discrepancies with Lots 22 & 23
                No replication has been done

                Gibby: Detention Pond – outlet control was not in place in 2005, a T was
                Installed recently with restrictors.
                The drain by Warren Reeds house is too high, not doing it’s job.
                The detention basis are not designed to catch water from wetlands.

                Wildflower asked if they could put second coat of pavement on.
                PB informed that subdivision needs to be 75% built out first.

Planning Bd     Suggest that Wildflower contact abutters and find out concerns.
                The problem needs to be addressed and corrected
                Continued to October 17, 2007 at 7:05 pm

7:55            DAVID AYERS – Information regarding sale of recreational vehicles
                The old Quality Milk property on addressStreetPalmer Road
                Zoned RB1
                Retail allowed by SP/SPA

                Would like to sell recreational vehicles NO motorcycles
                NOT Auto Sales or Auto Service

Planning Bd     Probably not the best suited area for that type of business
                Planning Board has ability to put conditions on a SP
                Recreational Vehicle sales might be considered a Retail Business

                David Ayers will look at other possible sights and decide
                It would be a lot of money to invest if possibility of denial

KH              Lowes has been working late outside until 8 pm
                Starting early, at 6:00 am
                Next violation – suggest they be fined and shut down until reviewed
