                Mattson sold to Dory who owned in common ownership 2005-2006

Board           Property is not protected by the common lot exemption because, the
Previous owners missed the deadline set by the state.  C40A came into effect in 1976 and gave a 5 year timeline on non-conforming lots in common ownership.
